Details: | I was advised by PH Duty Officer that the operator for Gold Hill wanted to speak with someone from Drinking Water Services. I then spoke with Mike Bollweg, the DRC for the City of Rogue River, who was covering for the operator of the City of Gold Hill, who was on leave from the city for personal reasons. Bollweg indicated Gold Hill was not producing water, and that there were significant maintenance and operational issues that needed to be corrected prior to returning the plant to production. The plant was apparently producing water above 0.3 NTU, but the water was not being distributed beyond the dedicated feed line between the plant and the reservoir. The plant's turbidity meter was inoperative, and the turbidity meter at the reservoir was fouled to the point of inaccuracy. There was also an overfeed of chlorine occurring, with a measurement of 4.7 within the dedicated feed line to the reservoir. The on-site operator called Bollweg for advice / assistance, and Bollweg directed the plant to be placed offline until he could review the system in person. Once Bollweg had reviewed the situation, he contacted DWS. Based on Bollweg's assurances that the plant was offline and that no water had been delivered to the distribution system, I approved of Bollweg's intent to keep the plant out of production until the following activities had been completed: Drain and clean the reservoir and dedicated feed line. Clean and calibrate chemical feed lines. Clean and calibrate the reservoir turbidity meter. Repair / replace plant turbidity meter.
