Details:	VM'd Mr. Merrill, DRC, regarding a complaint of sporadic dirty water blasts through users' shower & toilet fixtures at certain higher elevation sites at Wunder MP. (Specifically on June 1st, 20th, & 23rd.) Mr. Merrill called back to report there is no water consumption rate increases that would indicate a leak. (He's been monitoring it since he received the first complaint early this month.) Mr. Merrill also explained his theory of how high water demand & small, long pipes conspire to create reduced-pressure events. And when the water re-pressurizes the pipe, it may be scouring the pipe to suspend pipe sediment and expose it to users. (They have tried to add another line, and increase the size of the water pump, which has had modest success.) I suggested other tools to consider in their efforts: Call the Free Circuit Rider for consultation, or to sketch-out a simplified engineering solution. Notify the water-users of the problem and the ongoing work on the solution. Directional flushing-out of the very old lines to prevent exposing users to pipe-scouring events. Give out low-flow fixtures to everyone to help manage high-demand flows. Reconsider other leak-detections searches and strategies in addition to previous attempts. (Gave complainant the normal regulators' contact information for future help for this ongoing issue.)
