| Details: | DWS contacted the system to discuss the June 2025 SWTR. The reported turbidity data showed the system exceeded 1 NTU in > 5% of readings, and exceeded 0.15 IFE NTU on several occasions. DWS explained that this is a treatment technique violation requiring a public notice. DWS provided guidance on completing the public notice, which was submitted on August 4, 2025. The June turbidity data was unusually high for a membrane treatment plant and raised questions about data reporting accuracy. DWS held a meeting with the system and other involved parties (OAWU, and NW Natural Water Services) to review treatment plant data logs and settings. This group determined that the high turbidity recorded in June is likely a result of air entrainment in the turbidimeter post-startup. NW Natural Water Services will troubleshoot turbidimeter plumbing and water feed rate. The group identified several data logging interval and alarm setpoint adjustments to be made in the plant's SCADA system. And the system identified improvements to their data review and reporting processes. These efforts will improve the quality of data the system reports on SWTR's and will allow them to report turbidity data that is representative of real filter performance. |
