Details: The July monthly operating report was submitted with temperature values in units of Fahrenheit instead of the correct units of centigrade. Also, pH was very high for some of the days in July. A discussion with the concessionaire occurred in late August as well as training for their staff, pointing out the importance of accurate pH readings and using centigrade temperatures.

The August monthly operating report was submitted on-time, with temperatures in centigrade. However, the pH values were still relatively high (particularly early in the month) and the “Required CT” value for 1-log inactivation of Giardia was not met the entire month of August. I am concerned because the column asking whether CT was met was answered “yes” for the entire month of August, when in fact it should have been “no.” A boil notice should have been issued starting August 1 if the pH values were accurate.

Additionally, since no boil notice was issued, a public notice should have been posted in September that a ‘treatment technique’ violation was in effect. DWS has not received a copy of that notice as required.

It is possible that the reported August pH values are inaccurate as that issue was not brought to USFS’s attention until near the end of August. DWS does not yet have a copy of the September operating report, which might indicate distinctly lower pH values are present after instrument calibration. Even if the pH meter proves to have been out of calibration, the operator should have recognized that CT was not being met and issued a boil notice as well as worked to resolve the treatment technique violation.
