| Details: | Part 1 of 2 DWS received a complaint on November 10, 2025. The complainant, a residential customer of public water system Parkdale Water Company Inc (00612), alleges that customers experience poor service, infrequent/unreliable communication from the water system, capricious billing, exorbitant charges, and in the complainant’s case, threat of service shutoff. In August 2025, this complaint was also sent to the Oregon Public Utility Commission (PUC). Hood River County performed a drinking water system survey of the system in December 2025 and found that except for missing an annual water test last year, from a sanitation perspective, the system is performing as required. The county raised the issue of customer complaints, including customers’ difficulty reaching the operators and complaints of leaks. The system stated that they would try and resolve the concerns. Surveyors noted that the Baseline Dr. leak has been successfully repaired. On December 17, 2025, Oregon Health Authority’s Drinking Water Services (DWS), Hood River County Environmental Health, and the PUC had a conference call to discuss the complaint. The PUC agreed to take the lead on any response given that most or all aspects of the complaint full under PUC’s purview (i.e. billing practices, rate setting, service provision), while the county and DWS regulate drinking water quality and Safe Drinking Water Act compliance. The PUC is evaluating the situation and attempting to schedule a meeting with the PWS to gather additional information.
