| Details: | Advised system that the coliform sample collected on 2/9 from site #11 was total coliform positive and E. coli negative. Advised that Deschutes Valley Water Dist will need to collect three repeat samples (one each upstream, downstream, and at #11—or in accordance with its coliform sampling plan) as well as one triggered-source sample from each of the wells/springs in use on 2/9, all within 24 hours if possible. System responded that they planned to collect samples 2/11/26 with results expected 2/12/26. Update: The triggered-source sample was TC-, as were 2 of the 3 repeat samples. The downstream repeat was TC+; however, it was collected from within a hastily modified meter pit. The water supplier submitted a written request on 2/18/2026 to invalidate this sample based on the special circumstances surrounding the site, arguing that the water obtained from it did not reflect water quality conditions in the distribution system. The water supplier indicated the purpose of using this site was to meet the requirement to sample within five service connections of a routine positive sample. It should be noted that sample locations both routine and repeat must be documented in a coliform sampling plan for the purpose of having dedicated sites to evaluate water quality conditions. It was not confirmed whether the meter box is an approved site in the sampling plan. Based on the evidence and attached supporting documentation provided by the water supplier, the invalidation request was approved. The water supplier was given until 2/24/2026 to submit all three repeat samples collected at approved sites. DWS will allow an alternative sampling location in lieu of requirement to collect at least one repeat sample upstream or downstream of the original sampling site. |
