Details: The June treatment report showed that their chlorine was too low to meet CT on June 7th and 9th (0.09 and 0.06 mg/L, respectively). Considering that the number recorded on June 9th was 0.06, and the next day it was 0.63, HOA president Corinne Clifton and I wondered if this could be a problem with recording the decimals. The HOA may want to take this occasion to review (with their residents doing the monitoring): decimals, proper chlorine meter testing procedure, and why the DRC was not phoned in this instance as is posted.

Today I emailed HOA president Corinne Clifton and resident Lynne Leisy the public notice template, specifying that there will be two violations - for not meeting CT, and for not meeting the minimum of 0.2 mg/l at the entry point. Lynne has created these types of notices before.
