Details: | Corinne phoned to report that they have a substantial leak (~5gpm) under a concrete slab. Their plant only produces 9 gpm, so this is big. Their contractor says he will not install the new treatment - cartridge filter and GAC filter - until they fix the leak. They have already missed the enforcement deadline for the new treatment (June 30). Corinne has not had luck finding a company willing to respond to the leak, including the one that helped them with their last line break. With the delay for the line repair and the contractor's shifting availability, they probably won't have the treatment installed until 3-4 weeks out. Meanwhile, the contractor has replaced the flow meter (which showed them how bad the leak situation was) and is replacing the 5 storage tanks one by one, though they will need a get a compactor to fix the gravel under one or two of them before installing a new one. Corinne says they still do not have any drawings to show where their distribution lines are, which makes it tough to respond to these breaks. She suspects this may not be the only leak in their system. I will inquire whether SRF SIPP funds would be available for a leakage study at Weiss Estates, which would have a side benefit of helping them map their lines and determine line condition at the same time. Update 8-30-19: After 3 weeks of hemorrhaging water, OAWU's Scott Berry arrived & was able to find the leak and nearest shut off valve. Now the new treatment installation may proceed depending on their contractor's availability. I suggested they wait till after the new treatment is installed to collect their 3rd quarter DBP samples. I reminded Corinne that the next deadline for applying for SIPP funds is Sept 15, and emailed her the SIPP links as well as the contact info for the Circuit Rider for application assistance. I also emailed BizOregon to find out if they can assist Weiss Estates in meeting that upcoming deadline. |
