Details: | On 11/12/19, manager Corinne Schrode provided a copy of the public notice that was due under the Administrative Order every 90 days till all actions had been fulfilled. I notified the DWS compliance staff with updates on the AO actions: both tracer studies had been completed, the public notice received, and the water system engineering plans had been submitted for review, but I didn't believe the fee had been received yet. Meanwhile, Oregon Water Resources Dept (Jake Johnstone) recently cc'd me on emails showing that WRD is requiring Whaleshead to permanently abandon the two dug wells enclosed in the cinder block building down by the creek (SRC-AC and SRC-AD). Not sure of all the reasons, but the proper process was never followed when the wells were constructed (around 2016), and WRD could not permit them. In the cc, Whaleshead owner Andrew Cramer said on 11/5/19 that Bandon Well will be developing a proposal for a new compliant well to install in the lower area. Jake recommended they follow both WRD regulations and OHA guidance for any construction of new wells intended to be used for drinking water. |
