| Details: | Veolia (plant contractor)'s daily coliform bacteria sample at the plant, labeled as 'finished' water, on 12/22 reported to DWS as a routine E. coli positive from the lab on 12/24 at around 11 am, chlorine residual section left blank. Howard indicated that this is not one of the City's required 25 monthly bactis for compliance in distribution, but rather a sample required by Veolia's contract with Wilsonville, to be taken from finished water daily for coliform and E. coli. City's 25 routine bactis collected December 3 and 10, are all coliform absent with chlorine residuals in normal range. Howard will forward sample chain of custody to DWS to supplement lab results reported earlier. As required for positive routine samples, I requested Veolia and the City to collect 3 required repeat samples right away, one at same location (finished water), and two others nearby the finished water entry point in distribution to follow up the initial sample result. The two alternate repeat locations are allowed by OAR 333-061-0036(6)(a)(G)(v), given initial sample collected at finished water entry point. As labs are closed tomorrow, on Christmas, I invoked OAR 333-061-0036(6)(g)(A), to extend the required 24-hour period from sample notification to collect the samples. 3 repeat samples to be collected on Thursday 12/26. DWS and water system to discuss follow up when results come back, no later than Friday 12/27. 1/9/20 update: 3 repeat samples collected on 12/26 (one at same finished location and two nearby plant in distribution) and reported on 12/30 and 1/3/20. All 3 results coliform absent. No further action or coliform investigation necessary for unconfirmed E. coli positive. Howard verified normal chlorine residual after contact chamber at first customer with initial E. coli positive result. Likely, a sample error, where raw water was accidentally collected in a 'finished water' container, and analyzed as 'finished' water, as raw and finished taps nearby. |
