Details: | The pH spikes on Dec. 23 & 24th (pH of 9.8) prevented Weiss from meeting the CT standard on those days, which is a treatment technique violation. pH jumps have been noted there in the past. People suspect that these incidents follow the periodic clean-in-place procedure which uses caustic soda to clean the membranes. Perhaps there is a faulty valve that is not preventing the water following the CIP from going to the storage tanks (it should be closed off). That would explain a quick jump in pH. Today I sent HOA president Corinne Clifton the Tier 2 public notice template with much of the information already filled in. I also cc'd HOA members Lynne Leisy and Megan Maloney, along with their DRC Michael Murphy. Weiss Estates is also under an Administrative Order for a couple compliance issues, one of which is consistently meeting the disinfection standard. They have not been able to meet those standards for a period of six consecutive months yet, so they have not complied with the AO. This violation showed the problem had not yet been resolved. In response, Weiss Estates has made changes to their standard operating procedures for the chemical cleaning of the membranes. They have specified a flush-to-waste period after the cleaning to prevent the caustic soda from entering the drinking water tanks. Over the next few months, we will see if that procedure takes care of the problem. |
