Details: | SUMMARY: Low chlorine residual #4 DETAILS: continued from #3...On Monday evening, Matt decided not to dose the tanks with extra chlorine as I requested. He figured flushing the tank out would move the water through there fast enough, since he had already jacked up the chlorinator. I told him he still should have dosed it. The residual at the first user was up to 0.5 ppm by 10 pm. On Tuesday morning residuals in town were at least 0.4 ppm. They flushed water out of the tank to get out the low chlorine water, and also flushed in the middle of town, to bring in the higher chlorinated water. No flushing was done further out than that. only one residual reading was taken at the end of a line, and this was at the wastewater plant, a dead end line. The residual there was 0.05 ppm. We also looked at CTs. With 168 minutes of contact time (just through 1 tank, the report for the time through both tanks is not complete but they likely have roughly 25% more), and a minimum chlorine residual of 0.1 ppm, that gives a CT of 17. The temperature was 16 degrees, ph = 7.6, the CT required = 14. So CT requirement was met. He had not yet calculated the CTs yet though, so he is not doing them every day. The weekend operators (unless it’s Matt’s turn) do not figure CTs. Matt is trying to convince the superintendent that is important, but currently they have an interim superintendent who is not certified. ACTION NEEDED: Develop detailed protocol for operators, O&M manual, review contract with DRC. Communications meeting on Friday to discuss ways to improve. They will soon hire a water superintendent who will hopefully be certified at the appropriate level. They are also working on a new chlorination room with all the alarms and recorders. |
