| Details: | SUMMARY: Follow up to Extremely Low Water DETAILS: PWS requested circuit rider assistance for extremely low water yield in infiltration gallery. The two creeks that supply the infiltration gallery for the system are dry and the water level in the IG is barely above the pump intakes. The users are on restricted water usage with most usage for basic domestic purposes (cooking, drinking and toilet use) only. The system wants assistance with the SRF loan process and wants to pursue an emergency declaration to speed up the loan process. I visited the water system 9/20 and inspected the infiltration gallery and water levels. There was approximate 4 to 5 inches of water in the bottom of the collection basin and the pumps were barely covered with water. In this meeting they told me that the water level had risen a couple more inches in the collection basin. One of the three pumps had stopped working and was not repaired until 10/8/07. The cause is unknown, but it may be related to the low water levels. I review the September water usage reports and found that only 21 Percent had actually lowered water usage and 36% of the water users increased and 43% used approximately the same amount. I sent emails to several DWP staff requesting assistance. Dennis Nelson stated he was working on a draft on what constitutes a water emergency. I prepared a notice letter for the system to give users explaining the urgency in conserving water. ACTION NEEDED: The DWP needs to respond with guidance in several areas before HBH can move forward. | ||
