| Details: | Bill Goss and I took part in a conference call with the Mayor of Adrian and Shawn, the City Manager. We explained the need for a bilateral compliance agreement (BCA) with the city due to the arsenic violations and how the BCA process works. I explained what the City agrees to in signing the document and how DWS manages this quasi-legal process. Bill explained what would be required in the City's action plan specified in the BCA and we both explained the return to compliance process. Mayor Dockter said she would need the approval of the City Council, which has a meeting scheduled on August 27. I said the document must be signed before the end of September, so having revisions agreed upon by mid-September would be fine. I also explained what text or terms in the BCA can be negotiated. | ||
