Details: | SUMMARY: IDSE Report and Stage 2 Compliance Assistance DETAILS: Two infiltration galleries are classified as groundwater under the influence of surface water (GOUDI), requiring treatment with slow sand filtration followed by chlorination. Under the Stage 2 Disinfection Byproducts Rule (DBPR), the Initial Distribution System Evaluation (IDSE) was due on 7/1/2010. Public Works Director Ms Patterson, requested assistance with the IDSE and identification of Stage 2 DBP monitoring sites and schedule. I contacted her to confirm her request for assistance with the IDSE Report and obtained a copy of the Standard Monitoring Plan (SMP) for TTHM and HAA5 that was approved for the City by the EPA in 2/2008. She then faxed copies of lab results for the Standard Monitoring done quarterly for the past year. I reviewed results of all of the Stage 1 Compliance Monitoring and the four quarters of Standard Monitoring. Using the EPA Template for the IDSE, I prepared a draft report. The report calculated Locational Running Annual Averages (LRAA) for both TTHM and HAA5 for all sample sites. Based upon analyses of this data, the Peak Month can be determined and the sites with the highest TTHM and HAA5 are determined. The report concludes with a proposed schedule for Stage 2 DBP monitoring. On 6/29/10 I met with her to review the draft report and to complete explanations for why the City deviated somewhat from the schedule in the approved SMP and why the Peak Month (June) is different from the one identified in the approved SMP. Upon completion of the IDSE report, she faxed a copy to DWP. I reviewed with her the requirements for ongoing monitoring SMPs. ACTION NEEDED: Upon approval of the IDSE Report by DWP, Stage 2 monitoring for this system must begin 10/1/2013. In the meantime the City must continue to do quarterly samples for TTHM and HAA5 from the Public Works annex |
