Details: SUMMARY: Low Chlorine Dose - CTs not met on 3/7 DETAILS: Jim called me at 9:30 am on 3/8/11 to report that free chlorine at the entry point on 3/7 had dropped to 0.2 mg/L as first noted during 8am on 3/7. This may not be lowest reading on chart for 24-hr period. Hes not sure why it was so low. Chlorine dose at EP up to 1.34 mg/L on 3/8. Calculated CTs achieved, given the usage for 3/7 were approximately 20-23. CT required given pH, temp and residual was around 50. Given that system has no distribution storage, water on 3/7 already likely delivered to users, I decided a boil order notice for low disinfection not warranted. Also, system did have some disinfection, and turbidities within standards on 3/7. I requested that tier 2 notice for not meeting CTs include 3/7 date that Midland will send to all users. I requested that Jim and Scott call DWP immediately when chlorine residuals drop below 1.0 mg/L, as we found out 26 hours after Midland aware cl2s too low. ACTION NEEDED: Jim and Scott to develop written protocol on communication and first steps for low chlorine residual at EP, high turbidities, coliform positive, and low pressure cases for DWP review, and Midland will take routine coliform sample on 3/9. I again provided Scott and Jim the after hours/weekend OERS phone number to reach a DWP manager. I requested that free chlorine residual levels be kept at least as high as 1.3 mg/L. I requested that Midland begin checking residuals twice a week in the distribution system, and raise the chlorine level at which an alarm contacts an operator from 0.2 to 1 mg/L at the plant. I also requested that Midland begin immediately reporting the lowest chlorine residual on the chart over the 24 hour period for monthly reporting and for calculating CTs daily. DWP to review disinfection tier 2 notice that Midland will revise to include this lates CT violation.
