Details: | SUMMARY: Interruption in chlorination DETAILS: Dave called phone duty 3pm Tuesday 9/20/11 to report a interruption in chlorination (he left a message with Tillamook Co. Env Health but hadnt heard back, so per protocol, he called the State). He reported that chlorination at the treatment plant stopped (my impression was due to lack of chlorine rather than equipment failure) from mid-morning Sunday 9/18/11 to early-morning (7:30am) Monday 9/19/11. Residuals in the distribution got pretty low (0.04 ppm) but did not completely drop to zero. I asked if some customers may have gotten unchlorinated water and he said yes. After chlorination was restored Monday morning, Dave began flushing water lines to restore a higher residual, starting with the line to the cheese factory. Residuals are currently 0.35 ppm in the distribution. He has not done any coliform sampling yet as he wanted to get the flushing done first. The system is required to maintain a 0.2 ppm residual at the entry point in order to provide 4-log disinfection for viruses under the Groundwater Rule. ACTION NEEDED: I told Dave that he may need to do some extra coliform testing and possibly a public notice, and that Tillamook County Env. Health would be following up with him to discuss these matters. |
