Details: | The City of Oakland water treatment plant has been having issues with treating the drinking water because of ash and manganese. The way the water treatment plant is designed with conventional rapid sand filtration, chlorine and UV disinfection, the log removal credit given is 5.5-log. With this is the log credit, Oakland did not have to do LT2 testing in 2018 and 2019. Recently the UV reactor unit is not performing the disinfection removal required to meet 5.5-log removal. The required light intensity from the UV reactor is not meeting minimum standards because of fouling from manganese and ash coating the UV tubes and sensors. UV lights and sensors are being replaced approximately every 6 days. The turbidity levels are meeting state requirements. A boil notice is not required at this time. The city is exploring using ozone as an alternative to the UV reactors. |
