Details: | SUMMARY: chlorinator failed, CTs still met DETAILS: Confusing event where chlorinator failed and alarms failed to potentially release under-disinfected water into the distribution between 3 am and 6:30 am Tuesday morning, 8/9/16. DWP was notified at 6 pm Tuesday evening. Sandy is still drafting the after action report, but as best as I can tell from conversations with the operator onsite, Guy Crawford, CTs were not met at the first user at all times. Chlorine levels began dropping after midnight until they were barely detectable (0.02 ppm) entering Terra Fern reservoir. Approximately 125,000 gal entered the tank that held roughly 165,000 gal of chlorinated (~0.7 ppm) water. Approx. 100,000 gal of a mix went to distribution. At best guess, the tanks chlorine concentration dropped to 0.3 ppm based on the measurements at 6:30 am when flow reversed to backwash. ACTION NEEDED: Await report from Sandy. Decide what assumed effluent chlorine concentration was to determine whether a violation is necessary. ...(fortnight later)... Report doesnt explicitly address CT at first user. |
