Details: | SUMMARY: WSS - Deficiency Follow-up, Regulatory Determination & Compliance Schedule DETAILS: On 10/13/16, Hood River County (HRCHD) rcvd a letter dated 10/12/16 from ‘Parkdale Water Company Inc.’ public water system (PWCI) detailing a plan to install a ‘flap-gate’ at the spring overflow weir in order to resolve the outstanding sig. def. from the 4/25/16 ws survey.On 10/19/16, the operator came into our office and stated they no longer believed that the ‘flap-gate’ will result in a water-tight seal. He stated that ‘PWCI’ has a new corrective action plan and proposed schedule.The new plan included installing a screened downward facing pipe to replace the existing overflow assembly.We also discussed the other outstanding rule violations including incorrectly sampled DBP tests and the pending MPA test.HRCHD drafted a letter dated 10/19/16 and sent it to the operator. The letter assigned ‘PWCI’ a corrective action schedule (and provided the operator an opportunity to formally propose an alternative schedule). A copy of the letter may be viewed at the HRCHD Env. Hlth office.The currently approved due dates for returning to compliance are:- Submit the results from the earlier MPA water quality testing, first sample12/20/15, immediately- Complete the alterations to the spring box by 10/27/16. Submit evidence by 11/6/16- Complete MPA water quality testing, second sample, and submit the results between 11/1/16 – 4/30/17. Submit Results to OHA within 10 days of rcving the test results- Submit proposed DBP sample locations to HRCHD-EH for formal review by 5/31/17- Conduct ‘routine’ DBP monitoring during June 2017 ACTION NEEDED: In order to return to compliance, and complete the tasks associated with the 4/25/16 ws survey, ‘PWCI’ shall complete the tasks listed in the conditionally approved action plan and compliance schedule listed above. |
