Assistance Type: CIRCUIT RIDER ASSISTANCE

Details: Background/Problem Identification:

Greg DeBlase from Marion County called on behalf of the TGWW requesting emergency assistance for the water system due to the following issues:
• The immediate area of the water system has been heavily impacted by recent wildfires
• The distribution system is thought to have many leaks
• Ongoing issues with E. coli and total coliform, currently on a boil alert
• Possible VOC issues resulting from fire damaged structures and distribution system

Assistance Provided:

The circuit rider made a site visit on 01/15/2021 to assess the system’s needs and to gather information for recommendations. Outside of the initial support request, the water system indicated a strong need for financial assistance. The circuit rider assisted TGWW to help resolve the above issues and connected TGWW (via conference call on 02/03/2021) with representatives from Business Oregon and USDA. The original issues are addressed below:

• The immediate area of the water system has been heavily impacted by recent wildfires
o TGWW was connected with BO/USDA to find emergency funding
• The distribution system is thought to have many leaks
o TGWW is working with USDA to fund emergency replacement of the distribution system
• Ongoing issues with E. coli and total coliform, currently on a boil alert
o Emergency funding is being pursued to drill a new well
• Possible VOC issues resulting from fire damaged structures and distribution system
o To date, no elevated VOCs have been recorded. Similar water systems in burn areas have shown low VOC readings early on after fires, only to later spike. It is recommended that the distribution system be replaced to mitigate the possibility of long-term VOC spiking that has been observed in similar fire-damaged distribution systems.

Follow-Up Actions Needed:

The circuit rider is available to assist as needed.
