Details: | Background/Problem Identification: Rainbow Rock Service Association (RRSA) is a small (60 connections) community surface water system. The rapid sand based water treatment plant is currently being operated by Jacobs Engineering/OMI since RRSA’s long term operator of the system had to step down due to health issues. The conventional rapid sand plant is quite old and appears to be at the end of it’s useful life. Also, for the past 3 years RRSA has been working with the City of Brookings to possibly become a purchasing water system with a single meter. Due to ongoing contractual issues with the City, RRSA is now looking into either refurbishing or replacing the plant. Assistance Provided: The circuit rider contacted Steve Klein by phone and discussed many options the system could pursue. RRSA is currently considering the following options: • Refurbish the existing system • Replace the existing system with conventional or RO filtration • Connect to the City of Brookings A site visit was made on June 2nd, 2021 to further assess the system. Rick Sanders of RRSA, Leo Rainwater of Jacobs, and Dan Vaage of CW were in attendance. The following three alternatives were discussed at length. • Refurbish the existing system The conventional rapid sand treatment plant is constructed of painted(epoxied?) iron plate and is showing excessive corrosion beyond surface rust in many locations. The plant was likely constructed many decades ago and is not up to current building code. Even if the plant were fully refurbished and brought to code (or even a brand new plant installed), RRSA would still need to budget for maintenance and the ongoing labor costs for operation of the plant, as they do not have a certified level 2/filtration endorsed operator on staff. For these reasons, we do not think that refurbishment of the plant is the best option. |
