Details:	Background/Problem Identification: Rainbow Rock Service Association (RRSA) is a small (60 connections) community surface water system. The rapid sand based water treatment plant is currently being operated by Jacobs Engineering/OMI since RRSA’s long term operator of the system had to step down due to health issues. The conventional rapid sand plant is quite old and appears to be at the end of it’s useful life. Also, for the past 3 years RRSA has been working with the City of Brookings to possibly become a purchasing water system with a single meter. Due to ongoing contractual issues with the City, RRSA is now looking into either refurbishing or replacing the plant. RRSA has requested help in applying for a SIPP grant to fund a feasibility study to assist in selection of the their best path forward. Assistance Provided: The circuit rider contacted Steve Klein by phone and email to obtain information to submit an application for a SIPP grant to fund a feasibility study.
