Details: I received an alert at 2:35 pm on Friday, 10-15-21 for both lead and copper 90th percentile lead and copper action level exceedances for the Nestucca Valley Elementary School. I called the school on 11/15/21 and 11/16/21 (Saturday) and spoke to both Chad Holloway and Bill Wilkson about the results, which showed a lead 90th percentile of 0.0175 mg/l and a copper 90th percentile of 1.54 mg/l, both exceeding the lead and copper action levels of 0.015 mg/l and 1.3 mg/l, respectively. I e-mailed links to resources online, next steps regarding water quality parameter sampling, and a consumer notification template for them to use and urged them to notify parents and staff as soon as possible of the results and to lock out or shut off the water to the three highest sites. We spoke about possible causes such as inadequate flushing after plumbing replacements as part of the larger school construction project and treatment. There was some discussion about the school not being fully open when the samples were taken and the school sent a letter 10/17/21 to DWS seeking invalidation of the samples, however, ultimately it was determined to leave the results as valid. The three highest sites were all flushed re-sampled 10/19/21 and showed non-detect for lead and low levels of copper. DWS sent a letter 10/21/21 to outline requirements and I met with Bill Wilkson on 10/27/21 to answer any questions. The school issued consumer notification on 10/20/21 and public education materials on 10/28/21. The first set of water quality parameters were sampled 11/3/21 and work is continuing on finding an ultimate resolution.
