Details: I received an alert on 7/14/21 for an 8th lead and copper alkalinity excursion for entry point A (EP-A) for the surface water treatment plant in which they had an alkalinity of 20 mg/l on June 23rd, 2021 and did not sample again until June 29th with a result of 21 mg/l. The minimum alkalinity was initially set at 28 mg/l as an interim minimum. After further discussions with the City and a review of the available data, and working with the DWS compliance officer it was agreed to reduce the alkalinity minimum to 20 mg/l for EP-A. This was based on the uncertainty of the alkalinity data used to establish the minimum, years of being in compliance with very low levels of lead and copper in past sampling, and the high levels of pH that result from having to meet a higher alkalinity minimum. Prior to 2021, no alkalinity minimum had been established in spite of having soda ash treatment in place for several years.
