Details: | 12.09.2021-Yvonne contacted me requesting clarification on whether or not Rainbow Rock Service Association is required to fill out a 200J NPDES Waste Discharge Permit. She stated in her email that Jacobs Engineering did conduct process sampling while operating the system from April to July 2021 of the chlorine and pH at the location for decant water flowing over the outlet PVC pipe in the backwash settling pond. However, at no point was the backwash pond actually discharging to the creek. The backwash is designed to flow into the pond, not the outfall. She also mentioned that the decant water is recycled back to the headworks. I reviewed the water system survey reports done in 2013 and 2018, but I did not find any indication that the water system has been recycling filter backwash water. I advised Yvonne to verify with the new operator if the system is currently recycling their filter backwash water. If they do, DWS would need to know if the backwash water is fed back into the headworks/start of the water treatment plant. DWS would also need to know if the return location is before or after chemical addition. However, I clarified to Yvonne that RRWA is not required to report the 200J permit to DWS. I advised Yvonne to contact DEQ to determine if the 200J NPDES Waste Discharge Permit is necessary.
