Details: | Meeting to Discuss City of Newberg’s Uncovered Filters and Basins on 11/27/21 Issue: The uncovered basins and filters pose a risk for treated water to become contaminated and must be addressed. The City of Newberg developed a corrective action plan and informed DWS staff they had opted to cover the basins. The proposed date for construction plan submission has passed. Meeting Summary: City of Newberg/Murraysmith provided an update on the status of proposed improvements and solutions and outlined site constraints and market conditions (availability/cost of potential cover strategies and materials). The City mentioned future plans for a new pressure filtration plant and the usage of interim filter and basin protective cover techniques. There was a discussion around the compliance deadline. DWS staff suggested proposing a new plan with rationales laid out and a new reasonable timeline in writing. At this time the system thinks it could be up to 6 years for completion but will aim to have a plan with a new schedule/timeline submitted for review by the end of 2021. 12/22/21 Update: City submit new compliance schedule to DWS. 2/11/22 Update: City informed DWS motion-activated cameras were installed as a interim measure. New CAP being reviewed by DWS staff. 3/7/33: DWS staff informed the City of the decision to implement the proposed new informal compliance schedule rather than drafting a bilateral compliance agreement but requested additional interim measures beyond motion-activated cameras. be implemented 4/4/22: City provided a video of additional interim measures (reflective tape) on 3/29/22 and confirmed dates of new informal compliance schedule. DWS staff entered new informal compliance schedule. 6/1/22: City provided Pilot Study Report for groundwater WTP. 9/27/22: City provided plans for construction of GWTP and SWTP. |
