Details: SUMMARY: Scoping Meeting on Providing More Contact Time for Snyder, Skelton, & Oliver Springs. DETAILS: Pete Farrelly and Joseph Auth met with Robert (Bob) Fuller from CH2M-Hill regarding Bob’s preliminary plans to create more chlorine contact time for water coming from the Oliver, Skelton, and Snyder Springs before it reaches the first user. Bob proposed a 300’ 12” pipe for Skelton Springs, a 450’ 12” pipe for Snyder Springs, and a 400’ 12” pipe for Oliver Springs to create a 30-minute detention time to satisfy the 4-log virus inactivation criteria. Bob will supply DHS with the plans and calculations soon to review. Construction is planned for this summer. Bob also informed Pete and Joseph that the Atkinson Spring was taken off-line due to turbidity issues. Otis Spring will be use to irrigate a golf course. ACTION NEEDED: Bob will verify that the first user of the Skelton Spring will have sufficient contact time and a monitoring program to ensure the water from this user has adequate chlorine residual. He will also let us know whether these springs are or plan to be disconnected from the City of Newberg’s main distribution system.
