Details: SUMMARY: Plant shutdown on 2/24/2007 due to reaching a IFE of 1 NTU DETAILS: The City of Willamina WTP sent an alarm Saturday, February 24th, at 11pm to Mike Paull. One of the filters exceeded a turbidity level of 0.3 NTU. For some reason, a new computer did not send an alarm at 7:30pm when the turbidity exceeded this level. The turbidity level hovered around 1.0 NTU (between 7:45pm to 11:00pm) and reached a maximum turbidity of 1.002 NTU. The other filter had a 0.09 NTU turbidity level before 7:30pm. No data was recorded for this filter between 7:30pm to 11pm. 300 gallons per minute of water was produced in the 4 hours. Mike Paull shut down the plant that night to reassess the filters and computer issues. He backwashed the system Sunday morning around 9am and then restarted the system. No violation occurred since the turbidity did not exceed 1 NTU (1.49). Kari Salis recommended to Mike to conduct a self-assessment of the filter.

The DWP will be conducting a sanitary survey later this year of the City of Willamina Water Treatment Plant. The surveyor should make sure the WTP is calculating the right CT required and on documenting this value with CT actual on a daily basis. A tracer study will be conducted and prepared in March that includes both reservoirs. The operators will be installing a CFE turbidmeter soon. They are currently using the highest IFE. The backwash for the filter goes by timing. The operators should have a device that triggers the WTP to go into backwash due to a turbidity level
