Details: SUMMARY: Low Chlorine Levels DETAILS: Matt called DWP today at 4:30 to report that he found that the chlorinator was not working this morning at 8:30. He is not sure for long it was out. It was working ok when he left on Friday afternoon. On Saturday the residual was 0.4 and Sunday it was 0.3 ppm at the WTP. The chlorine residual at the 1st user (treatment plant) was down to 0.1 ppm on Monday morning. Matt immediately fixed the chlorinator and upped the dosage to 2 ppm. He tried to call the DRC, Mike Paull (former Willamina operator), but did not get a hold of him for “a while.” He left a message for HBH also. When he called this afternoon, I told him to flush out the system and to dose the tanks directly. Since they use chlorine gas, they do not have NSF chlorine on hand, and he did not think he could get any at this late time (after 5). I told him non-NSF is ok given the circumstances. I did the calculations for 1 ppm, and told him to put in 4 gallons in the 0.25 Mgal tank, and 16 gallons in the 1 Mgal tank. He thinks he has good mixing in the 0.25 Mgal tank but isn’t sure about the larger one. He will do what he can for better mixing.HBH recently did a tracer study and found around 560 minutes contact time in both tanks (report is not yet completed, so this is a verbal). If this is true it appears CTs would have been met. The contact time number they are using on their SWTR reports however is 96 minutes. ACTION NEEDED: Look into other violations for chlorine less than 0.2 ppm for more than 4 hours – public notice? They should be measuring chlorine residuals 3 times a day based on their population, but they may only be doing it once per day. Try to get tracer study report or info from HBH.
