| Details: | Violation-Failure to maintain 4-log Treatment. The system did not meet the minimum chlorine levels on July 1,2 and 3. Adan informed me that chlorine levels at the beginning of July were not consistent because the new rangers recently trained were apparently making large adjustments to the chlorine feed pump without fully understanding the amount of time it takes to see the effects of those adjustments. This explanation is understandable for the first reading on the 2nd being higher than the first reading on 1st, but it still doesn’t answer if the problem was resolved at 4pm (or 6:30 pm – 4 hours after the 1st reading at 2:30) on the 1st or not. DMCE reviewed the case, and the decision was made to issue a TT violation because the adjustments made temporarily got the result above 0.3 ppm chlorine but did not maintain that higher level into to next day, thus not actually correcting the problem. Given that the issue occurred almost 2 months ago and the population served is transient, there is no requirement for the system to issue a public notice. The operator was notified on 08.31.2023. A request was made to DMCE to RTC this violation. |
