Details: | I received an email from Carl on 01/22/2019. The system decided to not test at all for the fourth quarter. Despite research and calling DWS and another ODA inspector, it was not noticed that the second quarter of missed tests would trigger monthly monitoring for the system. Carl received a letter from DWS on 1/14/2018 stating that The system would be moved to monthly coliform sampling if they did not collect a make-up sample by the 10th of the next month, and then collect a normal quarterly sample by the end of the quarter. I apologized to Carl for this oversight on our part. Advised him to comply with the letter and that I would ask more questions of those involved. Carl reiterated that the well is still not operating as the pump is non-functional and will not be replaced until after the deadline for the water samples. I referred him to the previously suggested course of action of sampling the City of Salem water that the building receives from their distribution and sending it in for the systems representative sample. He agreed that he would take this course of action. On the 23rd of January, Carl confirmed that the City of Salem water, currently listed as an emergency source for the water system, is always connected and always used by the system. Carl has worked in the building for over 20 years and stated that this has always been the case. The water from City of Salem is used by the offices, restrooms and break room. Additionally, in the past it had been used to supplement the well for production uses. Carl stated that the well water is not used for anything but processing, and restated that well water plumbing had been removed from the building while retooling was occurring. The well is not expected to be operational until late February. On the 24th of January, Carrie Gentry of DWS Plan Review confirmed that the pump replacement would not require plan review. |
