Details: I received a digital copy of a packet of information accumulated by the operator of the water system that she had faxed to Drinking Water Services. Included in the packet were a copy of a 10/29/2019 letter from DWS to Baumans requesting a level 1 investigation at the system. The letter indicated that it was the late receipt of repeat and triggered source samples in October that caused the requirement for the level 1 investigation. Bauman's also included a letter dated 11/25/2019 explaining that all tests were properly taken and submitted to their State accredited water lab with ample time for the results to be generated and delivered to DWS and that all delay was the fault of the State accredited water lab. To support this statement, the system included an email from their water lab in which a representative of the lab admits complete fault for the error. The system is requesting that the violation be rolled back given the odd circumstances which caused it.

Despite believing that the violation was in error, the system additionally included a copy of their completed level 1 investigation. I was able to review this investigation with the operator and we focused on the appropriate response of retesting the well. We also discussed that the loss of power could lead to a loss of pressure in the system. We also discussed that a swivel arm on a sample site faucet can lead to false positive total coliform results. We discussed alternate locations for sampling as well as rotations in sampling location as suggested by the Revised Total Coliform Sampling Plan the system uses.
