Details: | SUMMARY: Regulatory Assistance regarding High Turbidity from Winter Storm DETAILS: On 12/29/05, while on phone duty, I received a phone message from Jeff Denney, City of Gold Beach. I relayed the message to John Potts at our Corvallis Office. I asked for Mr. Charbonneau to call Mr. Denney back, which he did on 12/29/05. Mr. Denney indicated that he had to shut down the WTP due to high turbidity in the Rogue River. Mr. Denney suspects a violation of the SWTR treatment technique requirement may occur and he asked what the procedure is for issuing a Tier 1 Boil Advisory. Mr. Denney said they have two days of storage before the WTP goes back on line. Apparently, the WTP is not designed to allow the raw water flow into the plant to be adjusted so the WTP shuts down when turbidity levels increase. Mr. Charbonneau recommended the City implement a water conservation plan and if the turbidity levels exceed 1 NTU the City must issue a boil water advisory. I called John Potts to let him know that Mr. Charbonneau spoke to Mr. Denney and that Mr. Charbonneau gave Mr. Denney John Potts office phone number. Mr. Charbonneau requested that Mr. Denney be in close contact with our office when it becomes necessary to issue a boil advisory. ACTION NEEDED: Potential Boil Water Advisory |
