| Details: | The free chlorine level sank below 0.2 mg/L at entry point on February 8-9th. That means two treatment technique violations - for not meeting CT nor maintaining the required minimum residual. HOA president Corinne Clifton explained the chlorine dosage was off because they were unfamiliar with valves related to the new treatment arrangement (recent addition of cartridge filter, etc.). While responding to an incident - caustic soda from the membrane chemical cleaning got into the cartridge filter - they lowered the flow rate without realizing that would throw off the chlorine dosage accuracy. All plant operators have now been informed to maintain the minimum flow rate for the chlorinator. Today I sent Corinne the Tier 2 public notice template for both disinfection violations with much of the information already filled in. She said HOA secretary Megan Maloney will completing as distributing it. As stated in the contact report following their December treatment technique violation, their compliance with an Administrative Order will not be complete until they meet the disinfection treatment standards for a period of six consecutive months. This violation pushes out the earliest compliance date a bit further into the future. |
