Details: | Due to recent violations, we held a conference call on status of Admin. Order issues and next steps. On the call were: Corinne Clifton, consultant David Funderburk, DRC Michael Murphy, and Brad Daniels and Betsy Parry of DWS. The Admin. Order addresses two ongoing problems: 1. Meeting disinfection standards consistently over time 2. Ongoing DBP exceedances 1. Disinfection Standards – In February 2020 Weiss received violations for not meeting the min chlorine residual level or min CT for two days. • Explanation: It was a fluke situation, operator error while reacting to another incident at the treatment plant. The operator decreased the flow rate which meant the chlorinator could not function properly. The incident that caused the reaction was confusion with new valves and flushing of caustic soda when cleaning the membranes. • Preventative steps: The min flow rate for the chlorinator has been posted. Every valve has been labeled. New membrane clean-in-place instructions have been distributed to every volunteer, posted on the wall, and put into the operations manual. 2. Ongoing DBP exceedances - 3/2/2020 samples exceeded the MCL for both DBPs, despite the new GAC treatment. • Explanation: The GAC media may have been spent after <4 months. This was a pilot testing period to determine the service intervals needed. Space was too tight in the shed to install more GAC (vol). • Corrective steps: David would first like confirmation samples collected (Corinne will do); he will visit Weiss in early April to evaluate/change out media; to gauge when the GAC might be getting used up in the future, Weiss will begin checking the TOC levels after the GAC over time as well as tracking the flow meter readings since the last replacement; by April 3, David will send DWS as-built info for plan review; if media continues to be replaced frequently, they may try moving the intake to a different part of the lake, but that may be expensive. |
