| Details: | Jay Williamson and I spoke about the administrative order issued by DWS on October 28. The Order requires reporting of surface water treatment processes and measurements and states a civil penalty may also be issued if there isn't compliance with the Order. Jay stated that he believes he is reporting all of the necessary information and that he records chlorine residual, temperature and turbidity and that he also reports the data to DWS. I stated that DWS only appears to be receiving turbidity measurements but not the disinfection calculations and we discussed the possibility that his fax machine might only be sending one side of a two-sided form. We discussed what's required to comply with the Order and I confirmed that there is no civil penalty at this time. The Order is only an official notice of the violation status. Jay said he would welcome a visit from Evan Hofeld when Evan is in the Tillamook area this week and I stated that if the situation isn't resolved by then, that I will coordinate a test of Jay's fax machine when I am in the office in a week. We agreed it is simple to comply with the Order but I stated that if Jay believes the violations cited in the Order aren't accurate, that he has the right to contest the Order in a hearing. Evan Hofeld will call Jay to arrange a time when they can review the disinfection calculations and how to fax the complete report to DWS. | ||
