Details:	SUMMARY: conference call re: LT2 crypto treatment DETAILS: Dave Leland, Gail Shibley, and Kari Salis were on the phone with Patrick Griffiths (Water Resources manager), Eric King (city manager), Tom Hickman (city engineer), Mary Richards (city attorney), Tom Green, Dan Bates, Jeff Eager (mayor), and Scott (on city council) from Bend to discuss LT2 treatment requirements, in light of OHAs recent Notice of Intent to issue Portland a variance and EPAs recent letter stating they would review LT2. They are planning a 68 million dollar project, which includes filtration and a long transmission line. With high unemployment and lower property values, this project has become controversial. They asked what the city can do to delay the project or have increased flexibility to comply with the rule? Their compliance deadline (with capital improvements) is October 1, 2014. OHA quoted from EPAs clarifying letter to Rochester NY that a review of LT2 was not a basis for delaying the compliance date. OHA clarified the difference between the open reservoir requirement, for which systems must have an approved schedule by a certain date, versus the compliance schedule for crypto treatment, which has defined compliance dates in the rule. There was discussion of what would happen if the compliance date was not met (they would be put on a compliance schedule through formal enforcement). ACTION NEEDED: Dave to send EPA to Rochester letter to Bend (done). Dave will be the point of contact if there are future questions about the compliance dates.
