Details: SUMMARY: Crypto detect at Bull Run #2 DETAILS: continued…..They have notified Gary Oxman of Multnomah County. David Shaff will be notifying Dave Leland in a letter to be emailed 1/4. They will post this letter on their website thursday 1/5. They do not plan to issue a press release, but would like to have a statement ready, and asked for concurrence of this statement.FYI, numerically, if we can assume they have collected 200 liters per week for the last 52 weeks (10,400 liters), their mean concentration is now 0.000096 oc/L, which is greater than the "threshold" of 0.00075 oc/L. I will need to confirm their sample volume over the past year, but it is doubtful that it is greater than 13,333 L (the amount to make one cyst detect still be below 0.000075 concentration).I spoke with Gail Shibley, and we contacted Bill Keene and Christine Stone. EPA was also notified via voicemail. Bill Keene is going to send a statement as to the public health risk. In general, this is Portlands issue. They are under no additional regulatory requirements, as the variance is not final and the LT2 treatment requirement deadline has not yet come. There are public notice requirements at present. our preliminary "back-pocket" talking points are:• Crypto is common in surface waters. The risk was never zero, as indicated by these results.• These results and follow-up results will be helpful and informative to our final order.• These results underscore the importance of frequent on-going monitoring to assess the public health risk. ACTION NEEDED: I have three questions for portland that I will ask thursday: 1) when will results of the PCR analysis be complete? 2) what is their upstream sampling location monitoring plan (I believe it is event-based only, but will confirm)? 3) I or someone from OHA also need to get back with them regarding their public health statement.
