  Comments:
For the next WS Survey, coordinate better with the City of Sandy to get better input on the distribution side of the water system.

The deficiencies noted are as follows:

Source Deficiencies
1. Assure spring's hatch and vessels are watertight.
2.Screen the overflow on spring structure.

Surface Treatment Deficiencies
3.Conduct filter profiles after a backwash quarterly. Print and file for later analysis in order to evaluate health of filter media.
4.Calculate CTs correctly by accurately measuring the flowrate, pH, temperature, and chlorine residual at the first user.

Finished Water Storage Deficiencies
5.Find or install flap-valve on Sandercock Lane reservoir.
6.Lock hatches at Vista Road and Sandercock Lane reservoirs.

Management and Operation Deficiencies
7.Water System Operations Manual - rules require water systems to maintain a current operations manual. This procedures should be system-specific and cover essential aspects of daily operation and maintenance activities. For Sandy, the operating procedures should include filter start-up and shutdown, and any routine inspection and maintenance tasks for the filters and reservoir. { OAR 333-061-0065 (4)(c) }
8. Make your Emergency Response Plan. It should include, but is not limited to:
a. Communications & authority
b. Water system security
c. Water system hazard review
d. Emergency equipment and water supplies
e. Emergency response procedures
